The Onion´s Layers. Dynamics of socio-technical networks from the reorientation of quality

Abstract
The study reveals the impact that the reconfiguration of quality has not only on production processes, but also, on how it shapes social frameworks which, in turn, persuade public policies. The socio-technical approach and its theoretical triangulation with the studies of Science, Technology and Society and Learning, provides an analytical power that highlights a new “quality – technology” area. The empirical part, focused on the onion production activity of the Colorado River’s Valley, located south of the province of Buenos Aires (Argentina). The perspective allowed us to explore the negotiation processes between practices, technologies and quality, in a trajectory that spreads from the 80s to the present, which modeled learning spaces and institutions and generated a dynamic that was continually reinforced; it also revealed elements to understand how networks can alter aspects of the productive system and become a factor towards the development of public policies.
